Powers & Duties

Awareness and Support

Creates awareness for regional job seekers—particularly youth and women—to engage in entrepreneurship; ensures and facilitates access to training, workspaces, loans, market linkages, and consultancy.

Enterprise Support

Prepares, coordinates, executes, and monitors the implementation of support packages for enterprises.

Export Assistance

Collaborates with relevant bodies to assist enterprises engaged in manufacturing to export their products to international markets.

Job Creation Councils

Establishes Job Creation Councils at all levels, organizes their activities, and provides the necessary support.

Research and Policy

Conducts studies on job creation and employment opportunities; submits findings to relevant authorities and monitors implementation upon approval.

Urban Food Security

Coordinates and takes ownership of the Urban Food Security Program; works with relevant stakeholders to support, monitor, and link the program with sustainable development activities.

Private Sector Employment

Monitors and supports the implementation of both permanent and temporary job opportunities created by the private sector.

Labor Relations Policy

Oversees the implementation of policies and legal frameworks governing employer-employee relations within the private sector in the region.

Social Dialogue

Strengthens bilateral relations (between employers and employees) and tripartite relations (between employers, employees, and the government).

Labor Dispute Resolution

Establishes systems for the rapid resolution of labor disputes and monitors their effectiveness.

Foreign Workers

Registers and monitors foreign nationals working in various sectors within the region under legal work permits; ensures the timely renewal of their permits.

Public Project Monitoring

Tracks the performance of job creation initiatives within government institutions and special public projects.

TVET Standards

Ensures that Technical and Vocational Education and Training (TVET) programs in the region meet national standards.

Curriculum Development

Facilitates, monitors, and supports the preparation of standardized basic, junior, and middle-level TVET curricula.

Institutional Management

Establishes, expands, and administers TVET institutions that support the region’s industrial and investment activities.

Accreditation

Issues, renews, and cancels (in cases of sub-standard performance) pre-accreditation and accreditation licenses for TVET colleges and training centers.

Competency Certification

Prepares the occupational competency assessment system and monitors its implementation and regulation.

Stakeholder Engagement

Facilitates and encourages the participation of private investors and NGOs in the sector, providing them with necessary support.

Strategic Planning

Prepares the regional TVET strategy and ensures its execution upon approval.

Equitable Access

Ensures fair and proportionate TVET coverage across the region.

Market-Led Training

Designs and implements formal and non-formal training programs based on market demand; outlines directions for curriculum development.

Financial Sustainability

Designs operational strategies to help TVET centers increase internal revenue and move toward self-sufficiency.

Partnership Training

Issues directives for cooperative (partnership-based) training and supports/monitors its implementation.

Science and Technology

Identifies regional science and technology needs and coordinates with relevant bodies to meet those needs.

Technology Parks

Collaborates with relevant stakeholders to establish technology parks within the region.

General Mandate

Performs other tasks necessary to achieve its objectives.
